What is this

A detailed plan is a local-scale planning document drawn up for a specific territory — usually before subdivision into building plots or larger development. It sets the building regulations with legal force: what may be built, how tall, how dense, where the roads and utilities will run.

If a plot is covered by a detailed plan in force, its provisions outrank the general spatial plan. So when buying land for development, it is one of the first documents worth checking — it can both allow more and restrict more than expected.
