What is this
A local plan is a planning document by which the municipality amends the spatial plan in force for a specific territory. It is drawn up when the desired development does not fit the current zoning — for example when agricultural land is to be turned into a development territory.
For a buyer this matters because a local plan can substantially change what is allowed in a specific place. A plot that looks unbuildable in the spatial plan may have become a building plot through a local plan — and vice versa.
