What is this

A spatial plan is the municipality's binding document that determines, for the whole municipal territory, where and what may be done. Its central part is functional zoning — the division of the territory into zones by permitted use: detached housing, multi-storey housing, mixed centre development, industrial, public, agricultural, forest and water territories. Each zone has its own index, for example DzS, JC or R.

Zoning determines not only whether you may build but also how: the maximum number of storeys and height, building density and intensity, the minimum plot size, the share of open green space and setbacks from boundaries. These are the building regulations, and they can differ even between two adjacent zones.

In practice this means a simple thing: a plot is not automatically buildable just because it is empty. A plot in an agricultural zone may look perfect for a house, but construction there may be restricted or prohibited. That is why zoning is the first thing worth checking before buying land — before the price, before utilities, before everything else.

How do I find out what may be built on a plot?
Open the spatial-plan layer and click your property — you will see the functional zoning and the permitted use. The full building regulations for the zone are shown in the property card.
What is functional zoning?
It is the municipality's division of the territory by use — residential, mixed centre, industrial, agricultural, forest and other zones. Each zone has an index and its own building regulations.
What do the zoning indexes DzS, JC or R mean?
DzS is detached housing, DzD — multi-storey residential, JC — mixed centre development, R — industrial, L — agricultural, M — forest territory. The exact meaning of each zone is set by the specific municipality's building regulations.
Can the zoning be changed?
It can, but not quickly. Zoning is changed by drawing up a local plan or amending the spatial plan; both processes require a municipal decision and public consultation and usually take months or years.
Does the spatial plan outrank the detailed plan?
No — the other way round. If a territory is covered by a detailed plan in force, its provisions are more detailed and decisive. The spatial plan applies where there is no detailed plan.

From municipal spatial plans in the TAPIS system (tapis.gov.lv). The map shows the documents in force.
